Under Para. 15, Information society for Citizens and Development, addition
Citizens and communities should be offered affordable community information
including Internet access points such as telecentres and cyber-cafes,
particularly those which utilize appropriate and affordable technologies
(e.g, radios as a gateway to Internet).

Under Para. 16, Policy framework for the Information Society, addition 
To ensure universal access and access for all people, open source/free
software or platform should be optionally and preferably taken into account
in governmental procurement. 

Under para. 16, Information Society for Citizens and Development, addition
Website of all public institution should be designed in a way that all types
of browsers could be accessible. Furthermore, plug-in tools which are to be
publicly used, e.g. on-line banking add-ons or magnifying add-ons, must be
freely provided and compatible to all type of platform. 

Para. 17. Information Society for Citizens and Development, addition
For better understanding of information-oriented society and media basic
human rights education should be included in regular education course and
re-education course.

Para 18. h) should be replaced with the next phase
General privacy protection act should be established to control all formats
of surveillance and censorship in online and offline, public and private
spheres. Independent privacy commission should be established to oversee all
public policies concerned with privacy, and provide an alternative dispute
resolution service to those whose privacy rights are infringed. Many
countries including France and Germany have already established Privacy
Commission, which could serve as good examples. 

Under para. 18, Policy framework for the Information Society, addition
Privacy impact assessments should be introduced at the planning stage of all
privacy related policies.

Under para. 18, the Policy framework for the Information Society, addition
Personal information provider¡¯s consent must be prerequisite to the
collection, retention, use and disclosure of their personal records for the
sake of safeguarding from the abuse and possible profiling particularly in a
digitized format.

Under para. 19 l), the para. 28 a) in former version of Action Plan should be
remained.
Governments should actively promote user education and awareness about online
privacy and the means of protecting privacy (such as the implementation of
opt-in policy, the creation of independent commission and the development of
alternative online dispute resolution service), and enact comprehensive laws
protecting personal data in both the public and private sectors, giving
individuals clear rights to control the collection, use and disclosure of
their personal information, and an effective means of exercising those
rights.

Para. 19, a) should be replaced with the next phase
Governments should provide proactively policy and financial support to
promote, for instance, open source and free softwares and fair use with a
strong belief in creation of public domain and information sharing.

International conventions governing intellectual property rights including
copyrights, patents and trademarks should keep to minimum their restrictions
regarding effective periods and contents to allow each nation to have freedom
with which they can take steps suited to their own situations.

Supports from governments in the form of public fund are necessary for
helping creators continue their creation activities without relying on
intellectual property rights.

Contents regulation, even if it is to be exceptionally allowed for public
interest, should not go beyond the principles of human rights and freedom of
expression, and those exceptional measures should ensure transparency and
accountability, the principle of clarity, minimum, legislation basis.
Globally recognized contents regulation, if any, should be rigidly based on
consensus of global users¡¯ community and public authorities.
Under para. 19, Policy framework for the Information Society, addition
The participation of women and consideration of gender issues should be
supported and promoted in all fora which discuss ICT policies in order to
realise women¡¯s full potential as equal stakeholders, contributors and
beneficiaries of the information society.

Under para. 20, E-employment, addition 
Workers' Rights of Having Access to information
Workers¡¯ rights should be extended to include the unhindered access to
communication media and publicly accessible information sources even in
workplace, and freedom from censorship, negotiation based monitoring system,
freedom of communication among workers and etc.

Worker¡¯s Rights to Privacy
Workers¡¯ rights, privacy in the workplace and freedom from surveillance
should be protected. International standards set forth by ILO should be
reflected in the collective bargaining agreements.

Under para. 20, E-environment, addition
For the sake of environmental preservation, new products should necessarily
ensure the backward compatibility. Hardware or software vendors should
continue the after-sale service for the out-dated products.

Under para. 21, Policy framework for te Information Society, addition
The development of policy, procedure and tools to ensure multi-lingualism in
cyberspace and in all other forms of media and communication systems must be
promoted, and the recognition of different language communities in the
development of international standards must be ensured.

Under para. 22, Policy framework for the Information Society, addition
Community-based media and access points should be promoted through the public
financial support and training. These should be offered preferred access to
licenses, frequencies and technologies, including technologies that
facilitate links between traditional media and new ones.

Government should promote to provide the public access channel for the public
interests. The management of this channel should be based on the openness,
democracy and people's participation.
